DNS Redirector cannot be used with a "transparent" proxy, such as provided by IPCop.
Cause
Traffic destined for the Internet is sent to the proxy server, rather than the standard ports 80 for HTTP and 53 for DNS.
Resolution
See Network Examples to implement DNS Redirector with a firewall/router as the default gateway.
DNS Redirector could be implemented to display a message or provide instructions in the browser (via a redirect or catch-all blocked page) to inform users who do not have proxy information setup that proxy settings are required.
